# Governments Say Stock Up. Billionaires Are Digging. What Do They Know?

On November 17, 2026, at about 2:20 PM Eastern, TV and radio across the United States will cut out for roughly a minute. The message will say: "This is only a test. No action is required by the public."

That's true. There's no emergency. But zoom out and you'll see a pattern: from Stockholm to Taipei to Washington, governments are calmly telling households the same thing. Keep water. Keep food. Keep cash. Keep a radio that works without power.

Here's what's actually being said, by whom, and what they seem to be bracing for.

## The message is the same everywhere

United States. FEMA and the FCC will run a nationwide Emergency Alert System test on Nov 17, 2026 (backup date: Dec 3). It is EAS-only: radio and TV, no phone alerts. FEMA says it is required by law to test at least once every three years. Ready.gov tells households: "After an emergency, you may need to survive on your own for several days." Its checklist starts with one gallon of water per person per day.

European Union. On March 26, 2025, the European Commission launched its Preparedness Union Strategy. One goal: guidelines so people can be self-sufficient for at least 72 hours. "Fix your roof while the sun is still shining," Executive Vice-President Roxana Mînzatu said at the launch.

Sweden. In November 2024, the national civil defence agency (MSB) mailed the brochure If Crisis or War Comes to 5.2 million households. It's the fifth edition since WWII. The standard is a full week: "most of us must be able to manage on our own for at least a week."

Finland. At least 72 hours of home supplies. The official checklist was updated June 29, 2026. It also includes a warning against panic-buying: "Hoarding disturbs the operations of grocery shops."

Norway. One week of self-sufficiency. The civil protection directorate (DSB) puts it plainly: "Even a little preparedness is much better than none at all!"

Denmark. Three days. The guidance, published in 2025, calls for 9 litres of drinking water per person (3 litres a day), food that keeps without refrigeration, and three days of medicine.

Germany. The 2026 edition of the federal BBK guide sets the most ambitious target: aim for 10 days. "But even a supply for at least 3 days helps a lot." It also says, "Germany is one of the safest countries in the world."

Poland. A national Safety Handbook was sent to households, with a basic three-day supply list and a family crisis plan.

United Kingdom. On Sept 7, 2025, phones on 4G and 5G networks across the UK got a 10-second test siren. The message pointed people to gov.uk/prepare. "Just like the fire alarm in your house, it's important we test the system," said minister Pat McFadden.

Taiwan. In Case of Crisis, the national public safety guide (second edition, Nov 2025), was delivered to 9,729,315 households by January 17, 2026.

No immediate threat. Officials say so.

Every one of these programs is framed as preparedness, not a warning. The US test message literally says no action is required. Finland says to build supplies "when daily life is going on as usual," precisely so nobody has to rush later. Sweden says the extra time a household buys "will have given society the time to gather its resources."

The logic is simple: if most people can cope alone for a few days, rescuers can focus on the elderly, the sick, and the people who can't.

So why now?

The documents name their reasons:

War in Europe. Sweden's agency says its brochure includes lessons from Russia's invasion of Ukraine. Poland cites "the war beyond our eastern border."

Cyberattacks and sabotage. Germany and Poland both list attacks on infrastructure and disinformation.

Climate and weather. Storms, floods, and wildfires come up again and again. McFadden pointed to storms and wildfires.

Pandemics. The EU strategy explicitly builds on lessons from COVID.

Grid failures. Norway's guide warns that losing power can take down water, payments, internet, and phones all at once.

None of these is new. What's new is governments saying it at the same time, in plain language, to every household.

What are they actually preparing for?

Nobody hands out war brochures for fun. So read the guidance as a list of scenarios officials have chosen to say out loud.

A wider war in Europe. Sweden's brochure is titled If Crisis or War Comes. Poland points to "the war beyond our eastern border." Germany and Poland both list sabotage of infrastructure.

The cables under the sea. On Christmas Day 2024, the Estlink 2 power cable between Finland and Estonia was cut. Finnish police seized the tanker Eagle S and investigated it as aggravated criminal mischief. In October 2025 a Finnish court dismissed the case, ruling intent was not proven. Reuters notes it was one of a string of Baltic cable and pipeline outages since 2022.

A hacked grid. This is not science fiction. On December 23, 2015, attackers remotely opened breakers at three Ukrainian power distributors, and about 225,000 customers lost power, per US CISA.

SI on the grid. Now add SI. The UK's National Cyber Security Centre, in its assessment Impact of AI on cyber threat from now to 2027, judges that SI will almost certainly make intrusions more effective and efficient, and further shrink the time between a flaw's disclosure and its exploitation. It also flags SI being built into critical national infrastructure as a growing attack surface, and a realistic possibility of critical systems becoming more vulnerable to advanced attackers by 2027. Faster, cheaper, and aimed at the things that keep the lights on.

Taiwan. Its national guide, In Case of Crisis, lists sabotage of critical infrastructure and undersea cables, hostile naval vessels demanding to board, and live-fire drills near the island.

The lights simply going out. On April 28, 2025, mainland Spain and Portugal went fully dark. Europe's grid operators called it the worst blackout in the European system in over 20 years. Their investigation ruled out a cyberattack. It didn't need one.

And the usual suspects: storms, floods, wildfires, and the next pandemic.

My take: call it a drill if you want. But when governments rehearse the same handful of nightmares at the same time, it's worth knowing which ones made the list.

To be clear, none of them says any of this is about to happen. That's the point of preparing early.

## Meanwhile, the billionaires are digging

Governments ask you for three days of water. Some of the richest people alive went further.

In December 2023, Wired reported that planning documents for Mark Zuckerberg's 1,400-acre compound on Kauai show a 5,000-square-foot underground shelter with an escape hatch and a metal door filled with concrete. Zuckerberg's answer: "It's like a basement."

Peter Thiel became a New Zealand citizen in 2011 by ministerial exception. In 2022, a local council rejected his plans for a sprawling lodge near Lake Wanaka.

In 2017, LinkedIn co-founder Reid Hoffman told The New Yorker he'd guess "fifty-plus per cent" of Silicon Valley billionaires have some level of "apocalypse insurance." He compared it to buying a vacation home.

And in Kansas, a Cold War Atlas missile silo was turned into the Survival Condo: 15 floors underground, built for up to 75 people, with units priced at over $1 million.

My take: when the people with the best information buy bunkers, a case of water looks pretty reasonable.

## What they all recommend

A consolidated checklist drawn from the US, Swedish, Finnish, Norwegian, Danish, German and Polish guidance:

💧 Water: about 3 litres per person per day (Denmark), or 1 gallon (US guidance, which includes sanitation), plus clean containers

🥫 Food: non-perishable, ready-to-eat or easy to cook, things you already eat

💊 Medicine: extra prescription supply and a first-aid kit

📻 Radio: battery, solar, or hand-crank

🔦 Light: flashlight or headlamp, spare batteries

🔋 Power bank, fully charged

💵 Some cash, in case card payments go down

🧼 Hygiene: wipes, sanitizer, garbage bags

🔥 Warmth: blankets, sleeping bags, warm clothes

📝 Paper list of key phone numbers

🐾 Pet food and water

📄 Copies of important documents

Target: 72 hours minimum (EU, Finland, Denmark, Poland), one week (Sweden, Norway), up to 10 days (Germany).

## What this does and doesn't mean

It does mean governments want resilience that doesn't depend on everything working perfectly, all the time.

It does mean the US alert test is routine and required by law, the same way the UK compares its test to a fire alarm.

It does not mean an attack or disaster is expected on a particular date. No official source says that.

It does not mean you should panic-buy. Finland explicitly warns that hoarding hurts everyone. Build slowly, during normal times.

It does not mean you need a bunker. Sweden's own advice for people on a tight budget: a cheap radio, a few extra long-life foods, some bottles of water, and a list of phone numbers.

## The bottom line

When Stockholm, Berlin, Helsinki, Warsaw, London, Taipei and Washington all say the same quiet thing, it's worth listening. Not because something is coming, but because a few days of water and a radio cost little, and buy a lot of calm.
